The Strategic Capabilities Office (SCO) is seeking information for Basic Information Awareness Operations (BIAO), a rapid prototyping effort. This RFI aims to identify sources for technology components (detection, generation, modeling/simulation, deployment/measurement) and system integrators for the Layered Information Nexus (LIN). Key areas include detecting adversary cognitive domain operations, generating counternarratives, modeling effectiveness, and measuring outcomes. Open architecture and modularity are crucial. Responses are due by August 21, 2026. Questions are due by August 10, 2026.
Responses must be submitted electronically no later than 8:00 pm eastern /5:00 pm pacific time on August 21, 2026.
The government is highly interested in sources possessing or having a clear path to obtaining the appropriate facility and personnel security clearances to work on controlled and, where applicable, classified information systems and subsystems.
No new questions will be accepted after 5:00 pm eastern time on August 10, 2026.
To prevent an organizational conflict of interest (OCI), the government intends to strictly separate the integrator role from the component development role. The selected integrator track B will not be permitted to develop or supply the underlying technology components track A.

This is a Justification for Other Than Full and Open Competition to increase the ceiling of an existing contract for Integrated System Production and Modeling Simulation Support (ISPMSS) by $100,000,000. 00. The increase is necessary to continue mission-critical work through the contract's period of performance, which runs through May 15, 2028. The current ceiling is $231,709,****, and the proposed increase will bring it to $331,709,****. The contract supports the Missile and Space Intelligence Center (MSIC) in technical and management support for integrated system production modeling and simulation. Unforeseen world events have increased demand for these services. The contracting officer has determined that the anticipated prices will be fair and reasonable based on historical costs. Market research indicates that recompeting the contract would take at least one to two years, causing an unacceptable gap in services. Responses to this notice are for source planning purposes only and should be submitted by July 31, 2026, 8:00 a. m. Central Time.
Parsons is uniquely qualified to provide these services to MSIC based upon the following: The ITASE framework is used by DIAMSIC and the service intelligence production centers NASIC, NGIC, ONI to assess the performance and effectiveness of integrated foreign weapon systems against integrated U. S. weapon systems in complex scenarios. Through the implementation of sound open architecture principles and an adaptive software development approach, ITAS can easily integrate models of different software types and interface requirements.
The anticipated ceiling increase established by this action will increase the cost of labor on the remaining $231,709,**** option period ending May 15, 2028 by $100,000,****, increasing the overall IDIQ ceiling to $331,709,****.
