Bids must be received by 9:45 AM CST on August 6, 2026. Late delivery will disqualify the bid.

Payment terms are Net 30 after receipt of a properly executed invoice or delivery and acceptance, whichever is later.

The manufacturers standard published warranty and provisions shall apply, unless more stringent warranties are otherwise required by SOWELA and specified in the solicitation.

Bidders must sign the bid, certifying compliance with all instructions and that the bid is made without collusion or fraud. Bidders must specify the brand and model number of the product offered.

Failure to deliver within the time specified in the bid award will constitute a default and may be cause for contract cancellation. SOWELA reserves the right to purchase goods on the open market and surcharge the vendor with costs in excess of the contract price.

A mandatory site visit is required. Prospective bidders must visit and examine the jobsite. Contact the buyer of record for further information.

Written inquiries for interpretation must be received no later than five (5) calendar days prior to the opening of bids.

Late delivery, failure to meet mandatory bid requirements, submitting bids on other forms, bids not specifying brand and model number, and unauthorized substitutions may result in disqualification.

The ordered goods shall be delivered within 45 weeks after issuing order.

Payment will be made via EFT within 30 days upon receipt of goods in accordance with the Embassy's purchase order.

Quotation shall provide detailed technical specifications and include product brochure or catalog. Quotation shall be provided with eta delivery and warranty terms and delivery inspection.

RFQs will be evaluated using the lowest price, technically acceptable LPTA method.

Offerors shall be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer/proposal.

In case vendor fails to make delivery on time as stipulated in the purchase order, with the exception of force majeure causes, the embassy has the right to penalize the vendor. This applies in case the delay of shipment is more than one week. The penalty, however, shall not exceed 5% of the goods involved in the late delivery. The penalty rate is charged at 0. 5% for every seven days counting from the 8th day of the delay.

Incomplete quotations will not be accepted. No quotation will be accepted after the deadline.
