Failure to award immediately would result in serious injury to government operations, including grounded aircraft, inability to support aircrew life support systems, and interruption of critical cryogenic maintenance functions.

Awards will be made to responsible quoters whose quotations are determined technically acceptable and whose quoted rates are fair and reasonable and within applicable DoD lodging per diem limitations.

Quoters must be actively registered in the System for Award Management (SAM) at the time of quotation submission and remain actively registered through BPA establishment, any resulting order placement, and performance. Quotations shall include legal business name, UEI, CAGE code, point of contact, business size under NAICS ****, and confirmation of active SAM registration.

A quoter that is not actively registered in SAM at the time required for award may be ineligible for BPA establishment. Failure to maintain active SAM registration may render a quoter ineligible for BPA establishment.
