Bids will be received by the Loxahatchee River Environmental Control District via Demandstar until 2:00 PM local time on August 8, 2025. Any bids received after this time will not be accepted. The bidder shall hold its bid open for acceptance by the district for a period of not less than ninety 90 calendar days following the date of the bid opening. The district reserves the right to determine material elements of the bid and to award the contract, if at all, to the lowest, qualified, responsive, and responsible bidder. The district further reserves the right to reject any and all bids, to not proceed with the project, and/or to waive any irregularities contained in a bid.

The solicitation seeks the acquisition of two capnometry monitoring systems. The systems will include monitoring units, carbon dioxide and oxygen sensors, batteries, calibration gas, and connection cables. Performance monitoring will be conducted by the Walla Walla VA sleep program, focusing on wait times for capnometry studies and the number of patients referred to community care requiring this type of sleep study. Installation and training will be provided within 30 days of delivery. The delivery schedule is currently unknown but will be communicated upon confirmation of the order. The contract incorporates numerous FAR clauses by reference. Offerors must be registered in SAM and complete required certifications. The offeror must select the applicable provision below, identifying itself as either a manufacturer or nonmanufacturer. If awarded a contract, the offeror will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract.

The tender requires the provision of propane to various locations within Bryce Canyon National Park, including the visitor center, maintenance facility, historic housing, and HIPI. The supplier shall design, fabricate, and deliver a liquid nitrogen bulk delivery system, including a skid-mounted storage tank, vaporization equipment, pressure-reducing phase separator, vacuum-insulated piping, and other components. The system must meet ASME BPVC Section VIII, Div. 1 requirements. The seller shall submit a packaging and shipping plan for approval before shipment. All submittals are to be provided to the TPO and procurement officer prior to shipment via email. All documentation shall be submitted in English, and in electronic format, where feasible, in searchable Adobe Portable Document Format (PDF) in addition to any other formats typically provided by the seller. A high-level schedule must be provided to the TPO within 30 days of award. Deviation requests may be submitted to the TPO and procurement officer, identifying affected items, a description of the deviation, and justification. The request should identify cost and schedule impacts for each deviation. The TPO will evaluate the request and make recommendations to the procurement officer, who will communicate acceptance, rejection, or partial acceptance to the seller. The seller is responsible for cleaning tank and piping systems, capping all piping connections, sealing, securing, and shipping the assembly. Special attention shall be made to protect the assembly from contamination, shock and impact damage. The outside of the package shall be plainly and permanently labeled with at least the following information: package identification number, seller identification and address, procurement officers contract number, the company's shipping address, attention: TPO or equivalent. The seller shall notify the TPO of the shipping date not less than 15 business days before shipment. Detailed engineering drawings, bill of materials (BOMs), piping isometric drawings, piping and instrumentation diagrams (P&IDs), 3D models, vendor manuals, qualification documents related to storage tank certification and vacuum-insulated piping systems, and weld inspection reports are required.

The system must come with all hardware, accessories, controls, computer, monitor, and software for analytical measurements and data analysis. The computer hardware must have internet and USB ports. The instrument must be warranted for parts and labor for a minimum of 12 months. All warranty work will be performed on-site at NCTR. The contractor shall comply with FAR clauses, including those related to commercial products and commercial services. Payment terms are net 30 days after government acceptance of supplies/services. All invoice submissions must be made electronically through the US Department of Treasury's Invoice Processing Platform (IPP).
