This is a request for information only, not a solicitation for proposals. The Department of Veterans Affairs Dallas VA Medical Center intends to award a brand name or equal contract for the purchase of Centrella Smart Plus beds. The government is conducting market research to determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, hubzone small businesses, and other large businesses. Responses will assist in determining the appropriate acquisition method. A solicitation will be announced later on the federal business opportunities website (fbo. gov) or GSA eBuy. The contract will include a minimum one-year full service warranty, including parts and other industry standard features. The equipment must meet or exceed all diagnostic industry safety standards and pass acceptance testing. Vendors must pick up replaced beds. Personnel and subcontractor personnel must meet HIPAA standards. The contractor will provide written reports describing maintenance, repair, and cleaning requirements. The contract includes security statement requirements, including no removal of memory devices without approval, and restrictions on the use of VA information. Records management requirements are also included, including compliance with the Federal Records Act, and the Privacy Act of 1974. The contractor is responsible for paying liquidated damages in the event of a data breach or privacy incident. All contractor employees and subcontractor employees requiring access to VA information and VA information systems must complete training. The VA North Texas Health Care System owns the rights to all data and records produced as part of this contract.

This RFI (Request for Information) is for market research to identify potential sources for hospital furniture, equipment, utensils, and supplies. The government intends to potentially award a contract on a total small business set-aside basis. The NAICS code is ****, with a small business size standard of 1,250 employees. A solicitation will be published on the federal business opportunities website if a contract is awarded. The list of required hospital specialty beds and accessories is included in the notice.
