Proposals must be submitted no later than June 22, 2026, at 5:00 PM ET.

Delivery orders issued under this contract will be firm fixed price, with a reimbursable line item for travel, as well as labor hour or time and material.

The government will award contracts to responsible offerors whose proposals are determined to be most advantageous to the government based on the solicitation's evaluation factors, considering price and other factors. All factors combined are significantly more important than price.

To be considered for award, the offeror must hold an active secret facility clearance level. A DD Form 254 will be included in the resultant contract award.

Omission of required information or failure to follow the requested format may result in rejection of the proposal. Proposals that fail to meet mandatory minimum requirements will be eliminated from competition.

Respondents should include a narrative describing test range setup and instrumentation approach, proposed methodology for data capture and analysis, discussion of ability to conduct accelerated testing or combined tests, and proposed approach to researching and recommending opaque cladding materials for Phase 2. Evaluation criteria include professional training and experience (35 points), size of firm (10 points), capacity for timely completion (20 points), past performance (10 points), location of principal office (15 points), adversarial legal proceedings (15 points), and prior successful completion of projects (15 points). he following criteria will be used to evaluate the statement of the firms submitting: 1 professional training and experience in relation to the type of work required for soils investigation services 35 points.

Firms must have one principal who is a registered professional engineer in Louisiana, a professional in charge with at least five years of experience, and one employee who is a registered professional engineer in Louisiana in the required field. A minimum cumulative score of 70% is required. only those persons or firms receiving an overall cumulative score of atleast seventy 70 percent or greater, of the total possible points for all categories to be assigned by the participating technical evaluation committee members shall be deemed qualified

Failure to sign the questionnaire, failure to provide complete subcontractor questionnaires, or failure to provide accurate information regarding legal proceedings with the parish can lead to disqualification. failure to sign the questionnaire shall result in disqualification of proposer pursuant to j. p. code of ordinances ****.
