The Defense Health Agency (DHA) Contracting Activity (DHACA) is conducting market research to identify qualified sources for the DHA Armed Services Blood Program (ASBP) Donor Incentives requirement. This is a Sources Sought Notice (SSN) only, for information and planning purposes. The DHA ASBP requires non-personal services for the design, production, and delivery of branded promotional items to promote donor engagement across ASBP donor centers in the US and OCONUS. Items must meet DHA and ASBP branding and design standards, be durable, visually consistent, and compliant with quality assurance requirements. Required incentive items include t-shirts, sweatshirts, baseball caps, beanies, tumblers, journals, tote bags, duffel bags, and backpacks. Interested parties are requested to submit a detailed capability statement by Friday, June 5, 2026, 12:00 PM ET, via email to Ms. Cherish Young and John Culmer. The capability statement should include administrative information, feedback on potential risks, suggestions for improving requirements, recommended NAICS codes, and details on how respondents can meet the requirements, including technical capabilities, capacity, areas of expertise, and relevant experience. Proprietary information must be clearly marked and minimized.
The capability statements are due no later than Friday, 5 June 2026, 12:00 PM ET.
Interested parties are requested to respond to this SSN with a detailed capability statement detailing how they will be able to meet all the requirements as outlined in this SSN based upon their experience performing under similar efforts.
The government seeks feedback and comments on any areas where interested parties believe a potential risk exists or will present itself by fulfilling the terms of this requirement.
