For PCM analysis, the contractor must be accredited by the American Industrial Hygiene Association (AIHA) for fiber counting asbestos analysis by phase contrast microscopy. For TEM analysis, the laboratory must be accredited by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos fiber analysis and accredited by the American Industrial Hygiene Association (AIHA).
The document clearly states that the contractor and its employees will not need access to areas within the Norfolk Naval Shipyard. Sample turnover will occur outside the facility. Therefore, a site visit is not applicable.
Sample cassettes will be changed as often as necessary to prevent overloading. For PCM analysis, personal samples shall be analyzed within 5 days of receipt, and perimeter/general area samples within 24 hours. For TEM analysis, services requiring 72-hour, 48-hour, 24-hour, 12-hour, 6-hour, and 3-hour turnaround times shall be available as needed, with laboratory reports provided via email or fax as soon as analysis is completed.
Incomplete forms, including failure to fill in price, signature, date, or other applicable portions of the RFQ and amendment, will prevent the contract offer from being considered.
