The 700th contracting squadron intends to award a sole source purchase order to L3Harris for various antennas, antenna kits, and radio batteries. The procurement is for equipment necessary for tactical communications in USAFE AFRICA. The acquisition will be made under simplified acquisition procedures. This is a two-step open BAA for research, development, integration, test, and evaluation of airborne network connectivity technologies. Only white papers are accepted as initial submissions. Formal proposals will be accepted by invitation only. Suggested submission dates are provided for each fiscal year (****). White papers will be considered until September 30, 2027, at **** PM EST. Foreign participation is closed, except for fundamental research. Offerors must be registered in SAM. The total estimated funding is approximately $99. 5M. Individual awards will not normally exceed 36 months with dollar amounts normally ranging from $1M to $10M. There is also the potential to make awards up to $49. 5M. Multiple awards are anticipated. The Air Force reserves the right to award zero, one, or more procurement contracts, other transactions, or assistance instruments, for all, some, or none of the solicited effort based on the offerors ability to perform desired work and funding fluctuations. There is no limit on the number of Other Transactions (OTs) that may be awarded to an individual offeror. The type of instruments that may be awarded include FAR-based procurement contracts, DOD-GARS-based grants and cooperative agreements or other transactions OT under 10 USC ****, 10 USC **** and 10 USC **** between prospective offerors and government representatives is encouraged. Evaluation criteria include scientific and technical merit, soundness of approach, experience, mission and objectives, maturity of technology, and reasonableness of costs. Proposals will be evaluated as they are received. Only government employees on the BAA team will evaluate the white papers/proposals for selection. The government reserves the right to award some, all, or none of the proposals. Additional provisions may be included in any resultant contract, dependent upon each individual effort.

The Air Force Materiel Command is procuring high-performance radios for use on small unmanned aerial vehicles (UAVs). Silvus Technologies is the only NDAA-compliant manufacturer of the required radios. A notice of contract action (NOCA) was posted on SAM. gov from April 29, 2025 to May 14, 2025, and no responsive submissions were received. The government will conduct regular market research to identify alternative products and engage with suppliers to encourage competition. The contract is justified as a single-source acquisition due to the unique requirements and the lack of alternative solutions.
