Project completion and acceptance by city must be finalized and invoiced to city by September 30, 2026.

The city's normal payment terms are 30 days in connection with any cash discounts specified on this bid. Time will be computed from the date of complete delivery of supplies or equipment as specified, or from the date correct invoices are received in the city's finance department, if the latter date is later than the date of delivery.

The contractor shall provide a minimum one-year warranty on workmanship and installation, and manufacturers' standard warranties on fence materials, finish, operator, and controls. The warranty period shall begin upon final acceptance by the city.

The city intends to award the project based on the lowest responsive and responsible bid, taking into account the base bid and any alternates the city elects to include in the award.

Bidders shall be regularly engaged in furnishing and installing ornamental fence and cantilever gate systems of similar scope and shall provide at least 3 references for similar commercial, institutional, or municipal projects completed within the last 5 years.

A pre-bid meeting will be held on Thursday, June 25, 2026, at 10:00 a. m. at the site location behind the City of Sterling Heights 41A District Court.

Mistakes or omissions in the bid submission can result in the rejection of your bid. Failure to include all required pages may result in your bid being deemed nonresponsive.

The work must be completed within the specified timeframe, with interim completion dates for different fence sections and gates. Liquidated damages of **** per calendar day will be assessed for failure to meet these deadlines.

Payment terms are net 30, calculated based on the invoice receipt date or delivery date, whichever is later. Payment requests must be accompanied by an affidavit of payment obligations and final waivers of lien.

The contractor shall unconditionally guarantee materials and workmanship for one year from the date of delivery and installation, unless otherwise specified.

The contract will be awarded to the responsible bidder submitting the lowest responsive bid, determined by the total base bid amount.

Contractors must demonstrate a minimum of five years of experience and provide three favorable current commercial customer references for similar projects.

Liquidated damages of **** per calendar day will be assessed for failure to meet completion deadlines. The village may also deduct costs incurred from payments to a defaulting contractor.

A non-mandatory pre-bid meeting and site visit will be held on Monday, June 22, 2026, at 10:00 a. m. at 328 S Wilmette Ave. Attendees are required to supply their own personal protective gear.

Questions concerning the bid must be submitted in writing at least five business days prior to the bid opening, with a deadline of Thursday, June 25, 2026, by 12:00 p. m.

Incomplete submittals may be rejected as nonresponsive. Bidders who have previously failed to satisfactorily perform a contract or have not completed contracts on time may also have their bids rejected.
