This notice is for the repair of pressure, temperature, and humidity measuring and controlling instruments. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. The offeror must provide a signed letter of authorization as a distributor if they are not the original end manufacturer. The vendor shall have 90 days after receipt of the carcasses to complete a teardown evaluation and submit a firm fixed price quote for the full repair effort. The quote shall specify any exceptions, including but not limited to MIL STD packaging, MIL STD labeling, inspection acceptance locations, packaging house, surplus materials, etc. The contractor must obtain final inspection and acceptance by the government for all assets within the rtat established in the resulting contract. Quotes shall reference the proposed rtat and any capacity constraints. The material supplied must be mercury free. The contractor is responsible for all inspection requirements unless otherwise specified. The government reserves the right to perform any inspections deemed necessary to assure supplies and services conform to prescribed requirements. Records of all inspection work by the contractor shall be kept complete and available to the government during the performance of the contract and for a period of 365 calendar days after final delivery of supplies. Preservation, packaging, packing, and marking shall be in accordance with the contract purchase order schedule and as specified below. MIL STD **** packaging applies as found elsewhere in the schedule. Ordering information for document references is included as an attachment. Additional documents may be required. Commercial specifications, standards, and descriptions may be obtained from the publishers of the applicable societies. Ordnance standards, weapons specifications, and Navord OSTD 600 pages may be obtained by submitting a request. On post award actions, requests for official use only and noforn documents must identify the government contract number and must be submitted via the cognizant defense contract management command (DCMC) for certification of need for the document. On pre-award actions, requests must be submitted to the procurement contracting officer for certification of need for the document. Noforn military specifications and standards, including amendments, change notices, and supplements, but not interim changes, can be ordered from the contracting officer. Nuclear reactor publications and technical manuals can be ordered from specific points of contact.

The government intends to negotiate with a single source for the repair of 6 pressure, temperature, and humidity measuring instruments. Interested parties may obtain necessary documents from the DOD single stock point. Proposals received within 45 days (or 30 days if award is issued under an existing basic ordering agreement) of the publication date will be considered. The government is not using FAR Part 12 policies for commercial items in this solicitation. Interested parties may identify their interest and capability to satisfy the government's requirement with a commercial item within 15 days of this notice. The acquisition is subject to free trade agreements, Buy American Act, and balance of payments program, and the World Trade Organization government procurement agreement and trade agreements.
