Proposals must be received by August 31, 2026, at 12:00 PM at the Scituate School Department Administration Office.

Payments for all services are typically made within thirty (30) days of the invoice being submitted to the school department. Monthly bills must be submitted in the form and manner prescribed by the business office.

The contract will be awarded to the vendor who, in the sole opinion of the School Department, will best serve the needs of the School Department for specialized services for students, based on a qualification-based selection process.

Vendors must demonstrate competency by having no defaults on contracts in the last three years, receiving favorable ratings from references, meeting requested specifications, being registered in Rhode Island, holding applicable permits and licenses, having the ability and experience in providing special education student services, having available staff, and employing duly licensed and trained specialists.

Any proposal may be withdrawn by the vendor by written notice received by the School Department prior to the time scheduled for the opening of such proposals.

Proposals that are not according to the prescribed form, incomplete, not properly signed, or otherwise contrary to instructions will be rejected. Negligence in preparing the proposal confers no rights for withdrawal after opening.

The government will award a firm fixed-price purchase order to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. Contract employees must be licensed audiologists or physicians who have completed a residency in otolaryngology, licensed to practice in the state where the office is located. Audiometric technicians must be certified and supervised by a physician or audiologist.

Offerors that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. No contractor who is chemically dependent or impaired, has been previously convicted of a felony, or is awaiting possible adverse administrative action by any certifying board shall be acceptable.

The contractor shall have 5 years of audiology experience unless otherwise approved by the contracting officer and CSU clinical director. The contractor shall possess a current, valid, unrestricted license in a state, the district of columbia, the commonwealth of puerto rico, or a territory of the united states, throughout the term of this contract. The contractor shall possess current basic life support BLS. The clinical director at the onboarding ihs facility, or their designee, will review all required documentation, conduct candidate interview, and reference checks for each contractor to ensure verification and compliance prior to proceeding with background checkclearance process.

A contractor demonstrating impaired judgment will not be allowed to continue working on the contract. IHS will immediately remove a contractor from the position if at any time the investigation receives unfavorable adjudication, or, if other unfavorable information that would affect the investigation becomes known.
