Proposals will be evaluated based on criteria including organizational capacity, program design, qualifications of credible messengers, understanding of the mission, data collection, local presence, and cultural competency. he following weighted criteria will be used to evaluate the proposals for purposes of selecting the offerors to negotiate with or to shortlist.

Offerors must demonstrate experience in youth violence prevention, restorative justice, or credible messenger programming. Offerors may be disqualified for collusion, involvement in litigation against the city, being in arrears on contracts, defaulting on previous contracts, lack of financial stability, failure to perform under previous contracts, or being debarred by the state of South Carolina.
