The project involves the rehabilitation of
building 511 at the Pine Ridge Job Corps Civilian Conservation Center in Dawes County, Nebraska. The work includes
siding, sheathing, insulation, flashing installation, roof modifications, window and door removal and reinstallation, gutter and downspout work, deck removal, and other exterior tasks. The estimated price range is between $500,000 and $1,000,000. The contractor must comply with the Agriculture Act of ****, the Food, Conservation, and Energy Act of ****, the Farm Security and Rural Investment Act of ****, Executive Orders **** and ****, and a Presidential Memorandum. All supplies and materials shall be of a type and quantity that conform to applicable federal specifications and standards, and to the extent feasible and reasonable include the exclusive use of biobased and recycled products. The contractor shall make maximum use of biobased oils and lubricants designated by the USDA. Work must commence within 10 calendar days of the notice to proceed and be completed within 150 calendar days. Optional items will be exercised within 120 calendar days and completed within 60 calendar days. The contractor must provide bonding premium costs as a flat rate. Invoicing must be done via the electronic invoice processing platform (IPP). Certified payrolls must be uploaded as attachments. Final payment will be made within 30 calendar days after presentation of a properly executed invoice and release of all claims. The government may conduct periodic interviews with workers using the SF **** form. The contractor must submit a project safety plan to the contracting officer prior to commencement of work. Smoking is prohibited in areas with flammable fuels. The contractor is responsible for the safety of all employees, including subcontractors, government employees, and visitors. The contractor must provide personal protective equipment (PPE) to employees. The contractor may use a self-contained travel trailer or recreational vehicle to camp on national forest system lands near the project site, subject to the approval of the contracting officer representative. The contractor must obtain insurance coverage as specified in the solicitation. A post-award conference is required within 10 days of contract award. The solicitation incorporates numerous clauses by reference from FAR and AGAR, including the Buy American Act. The contractor must provide the finalized performance and payment bonds within 10 calendar days of receipt of award.
