The Washington State Department of Transportation (WSDOT) is seeking Statements of Qualifications (SOQs) from qualified aviation engineering firms to provide on-call professional engineering services over a five-year period. The agreement amount will be approximately $1,400,000. 00. The submittal deadline is November 12, 2025, at 4:00 PM PST. The SOQ must be submitted as separate Adobe Reader compatible PDF files. The resulting master agreement will be subject to a 10% FSBE goal. Debrief conferences are offered if requested within three business days of official notification of selection. Debrief protests must be submitted in writing within five business days of the debrief conference. Protests regarding the RFQ must be submitted by 3:00 PM PST, two business days following the submittal due date.
The following information and criteria will be used to evaluate and rank responses: 1. qualifications expertise of firms on team 2. qualifications of proposed project manager 3. key team members qualifications prime consultant and subconsultants 4. firms project management system prime consultant only 5. project delivery approach 6. contractor certification workers rights prime consultant and subconsultants and 7. references past performances prime consultant only.
Firms must demonstrate: proven experience with FAA AIP-funded projects and familiarity with FAA advisory circulars, previous work with state-managed or rural general aviation airports, expertise in airfield design, environmental compliance, and construction oversight, understanding of wsdot processes and washington state regulatory requirements, qualifications and availability of proposed key personnel and subconsultants, capability to respond to work across geographically diverse and remote locations, FSBE or MSVWBE participation.
Onsite visits to methow valley and other airports may be required based on project needs.
