Selection for award will be based on evaluation of: phase one: factor 1 technical approach, factor 2 experience, factor 3 past performance, and factor 4 safety phase two: factor 5 technical solution based on proposed task order **** and factor 6 price based on proposed task order ****. Source selection procedures will be used and award may be made to the offeror s whose proposal is the most advantageous and offers the best value to the government, price and other factors considered.

Note: SAM registrations are taking longer than usual to complete process. This is especially true for newly formed joint ventures. Prospective offerors are highly encouraged to start the SAM registration prior to issue of the request for proposal.

The estimated maximum dollar value, including the base and option periods, for all contracts combined is $249,000,000.

Delivery shall be FOB destination no later than 180 days after receipt of order (ARO).

Payment by electronic funds transfer is available via the System for Award Management (SAM).

Must have a minimum three (3) year warranty on lift units.

The government may award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Past performance and adherence to the technical requirements in compliance with the statement of work and salient characteristics are more important than price.

Offerors must be a manufacturer authorized provider for all parts, verified by a signed manufacturer authorization letter. Personnel must have the training necessary to provide installation per the statement of work.

An onsite visit has been established for June 23, 2026, at 10:00 am PST. Please limit attendees to 12 individuals per offeror. Attendees must be prompt. Late attendees may not be accommodated. There will be no further onsite visit.

Questions will be accepted from June 11, 2026, through June 25, 2026, only.

Offerors are warned against contacting any VA personnel other than the contracting officer and contract specialist prior to placement of any award. If such contact occurs and is found to be prejudicial to competing contractors, the offeror making such contact may be excluded from award considerations.

Proposals may be evaluated based upon relevant experience, understanding of project objectives, quality of technical recommendation, compliance with applicable codes, long-term operational value, installation cost, lifecycle cost, maintenance requirements, schedule, and overall suitability for the facility. he dda reserves the right to select the proposal that provides the best overall value
