The Texas Health and Human Services Commission (HHSC) is seeking bids for Orientation and Mobility Services for individuals with vision impairment at the Richmond State Supported Living Center (RSSLC). The contract term is from September 1, 2026, to August 31, 2029. Bidders must be certified Orientation and Mobility Specialists (COMS) with at least one year of experience. Services include training individuals for safe travel, training staff on transporting individuals with visual impairments, conducting patient evaluations, collaborating with multidisciplinary teams, attending meetings, and submitting service reports. The vendor must commit to providing services at a minimum of 1 day (8 hours) per week. Bids are due by June 29, 2026, at 10:30 AM Central Time. The estimated historical spend for similar services is $42,**** per year. Award will be based on the best value to the state, considering requirements, performance, and price.

HHS System Agency will make contract payments in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe the work completed in detail.
Award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery requirements, and price.
The bidder shall have certified Orientation and Mobility Specialist (COMS) experience required for the performance of the services. The minimum experience required is one year. The bidder's personnel to be assigned to perform the services must be fully trained and at a minimum have one year of COMS experience. Bidder must be a certified COMS through Academy for Certification of Vision Rehabilitation and Education Professionals (ACVREP).
The contractor's noncompliance or failure to timely correct a deficiency may result in delayed payment or nonpayment as determined by the HHS agency.
Failure to comply with sole point of contact requirements may result in disqualification. Inclusion of assumptions could result in disqualification. Failure to monitor the ESBD for addenda may result in the bidder not being considered for award.
The historical spend for the same or similar services is $42,**** for the period of one year.
