The deadline to return the RFQ form is July 16, 2026, at 2 PM Central Time. o later than thursday, july 16, 2026, at 2pm central time.

Delivery is expected within **** working days after receipt of files. Deliver to Lander University Central Receiving, 204 West Henrietta Avenue, Greenwood, SC. Please notify MarCom prior to delivery. Lander's loading dock hours are Mon-Wed, 7:30 am - 5 pm, and 7:30 am - 4:30 pm Thursday, closed Friday through July 31, 2026.

Payment will be made in accordance with S. C. Code Section **** for prompt payment are offered but not considered in evaluation. Payment is made by check mailed to the payment address on page two.

Award will be made to the lowest responsible and responsive bidder.

To be eligible for award, you must have the capability in all respects to perform fully the contract requirements and the integrity and reliability which will assure good faith performance. You must promptly furnish satisfactory evidence of responsibility upon request.

If you receive the award as a result of the South Carolina end product or United States end product preference, you may not substitute a non-qualifying end product for a qualified end product. If you violate this provision, the state may terminate your contract for cause and you may be debarred. In addition, you shall pay to the state an amount equal to twice the difference between the price paid by the state and your evaluated price for the item for which you delivered a substitute.

Prior to final delivery, please send 25 samples for approval via FedEx.

To protest a solicitation, you must submit a protest within fifteen days of the date the applicable solicitation document is issued. To protest an award, you must submit notice of your intent to protest within seven business days of the date the award notice is posted, and submit your actual protest within fifteen days of the date the award notice is posted.

Violation of prohibited communications and donations restrictions may result in disqualification of your offer, suspension or debarment, and may constitute a violation of law. Improperly requesting a preference can have serious consequences.

The closing date for bids is August 6, 2026, at 11:00 a. m. EST. Bids received after this time will not be considered.

The City agrees to make payments within thirty (30) days after receipt of a correct invoice. Prompt payment discounts of twenty (20) days or greater will be considered in bid evaluation.

Contractor guarantees against defective or faulty material or workmanship for at least one (1) year or for the manufacturer's standard warranty period, whichever is greater, from the date of acceptance.

The contract will be awarded to the lowest responsive and responsible bidder or bidders. Determination may include special qualifications, lifecycle costing, value analysis, and other criteria like inspection, testing, quality, workmanship, delivery, and suitability.

Bidders must be qualified and submit required documentation, including bidder representations and acknowledgements. The City reserves the right to accept or reject any and all bids.

The document mentions that failure to adhere to the subcontracting plan may result in future loss of contracts and/or debarment from bidding by the City.

Contractor may appeal the City's final decision within six (6) months of the final decision by instituting legal action.

Failure to comply with contract terms, including timely submission of bids and required documentation, may lead to disqualification or rejection of bids.
