All work will be completed no later than September 30, 2026.

Teller County intends to make an award for the 2026 annual roadway striping services contained herein to the lowest responsive, responsible bidder.

Respondents are required to submit detailed company background, staff resumes, experience, project narrative, project schedule, costs, statement of product interests, and references.

Should, at Teller County's sole discretion, any operations be adversely affected by insufficient availability of the materials/services quoted herein, liquidated damages of one thousand dollars ($1,****) per day will be assessed, including free time that any work remains uncompleted after the elapse of contract time.

Successful bidder shall submit proof, meeting all specifications, by submittal of test results performed by a third party, arms length, laboratory independent of the manufacturer, processor, supplier or vendor, dated within the last 180 days, prior to being incorporated into the project.

Requests for interpretation, clarification and/or additional information must be received in writing no later than 4:00 p. m. , Friday July 24, 2026.

Any bids that fail to comply with the literal letter of these instructions and the specifications may be rejected forthwith.

Bids must be submitted by 11:00 a. m. on August 11, 2026. bids received after that date and time will be rejected by the district as nonresponsive and returned unopened.

If the work is scheduled for completion in 30 or less calendar days, payment of the total contract price will be made upon completion and approval. For projects longer than 30 days, monthly progress payments will be made. district shall review and pay all progress payment requests in accordance with the provisions set forth in section **** of the california public contract code.

Contractor warrants all work to be of good quality and free from defective material and workmanship for a period of one year after final acceptance. contractor shall, at its sole cost and expense, repair and replace any portions of the work or work of other contractors damaged by its defective work or which becomes damaged in the course of repairing or replacing defective work.

The district will select the lowest responsible bidder who is properly qualified. he district reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the district that the bidder is the lowest responsible bidder properly qualified to carry out the contract.

Bidders must be licensed contractors, financially sound, have successfully completed at least five similar projects in the last three years, and be able to provide trained personnel. he bidder will be a financially sound company primarily in commercial grade painting contracting

Liquidated damages of a specified amount per day will be assessed for delays beyond the contract time. contractor shall pay to the district as fixed and liquidated damages, and not as a penalty, the sum of insert written dollar amount dollars insert numerical dollar amount per day for each and every calendar day of delay beyond the contract time

A mandatory pre-bid meeting will be held on July 21, 2026, at 11:00 a. m. each and every bidder must attend the prebid meeting. bids will not be accepted from any bidder who does not attend the prebid meeting.

Written questions from bidders are due by July 28, 2026, at 5:00 p. m. all bidder questions, clarifications or comments shall be submitted via email only to tyler hughes. . . and must be received no later than july 28, 2026 at 5:00 p. m.

Bids may be rejected if they do not conform to instructions, are submitted after the deadline, or if collusion is suspected. if there is a reason to believe that collusion exists among any of the bidders, none of the bids of the participants in such collusion will be considered

All phases of the project shall be completed within sixty 60 working days.

The embassys payment term is net30 days after receipt of all goods or services.

Award will be made to the lowest priced, technically acceptable offer.

Offerors must provide Liberian or non-Liberian business registration, evidence of financial resources, ability to secure a performance bond, list of relevant past performance, professional profile of the field superintendent, and SAM registration or required FAR documentation.

A site visit has been scheduled for August 12, 2026, at the hour of 09:30 GMT. Attendance at the site visit is required for consideration of your technical proposal.

Incomplete proposals will not be accepted. The government reserves the right to reject proposals that are unreasonably low or high in price.
