The scope of work identified below in section 2 shall be completed no later than 30 days from the date of contract execution.

The city of New Rochelle shall pay invoices at net 30 days after receipt of invoice and of material whichever is later, unless alternate terms are indicated on the bid.

Contractor shall provide a minimum one 1 year workmanship warranty and a minimum three 3 year LED lighting warranty. Manufacturer warranties for materials and electrical components also apply.

Award will be made to the lowest responsible bidder based on the total bid amount listed in attached bid schedule.

All bidders must supply at least five 5 references, including contact persons name, address and phone number for which they have provided similar services. All bidders shall have prior experience fabricating and installing the requested type of sign. Bidder must be registered with the NYSDOL Public Work Contractor and Subcontractor Registry at the time of bid submission.

Liquidated damages are agreed upon by the contractor and the city to be $250 for each consecutive day over the completion time.

A formal prebid site visit meeting will not be held. Interested bidders are welcome to visit the kiosk. Ruby Dee Park is open to the public until dusk each day.

Samples shall be supplied by the vendor, at no charge to the city, upon request.

Bidders who are not registered with the NYSDOL Public Work Contractor and Subcontractor Registry at the time of bid submission will be deemed nonresponsive. Failure to have read all the conditions, instructions and specifications shall not be cause to alter the original bid.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: past performance, scheduling, price. When combined, past performance and scheduling are significantly more important than price alone.

Contractor personnel not listed on the access request form may be denied access. Any personnel violating the policy of restricted working areas may lose access. The contractor shall provide a list of all onsite personnel on the provided access request form, including subcontractors and suppliers, to the contracting officers representative cor 5 days prior to commencing work for clearance clearance can take up to 3 business days. The contractor shall update this list when changes occur. Contractor personnel not listed may be denied access to the coast guard facility.
