All services must commence within 45 calendar days of purchase order receipt and be completed within 90 calendar days.

The tribe will evaluate submissions based on on-time and complete submission, license requirements, projected completion date, lead time, previous performance, statement of qualifications, current and pending workload, capability, and pricing versus the market.

Bidders must be normally engaged in performing the specified type of work, have adequate resources, be an active registered vendor with the tribe, have an existing active funded mold service agreement with the tribe's housing department, hold a current certified license, have a minimum of two years of experience, and maintain adequate insurance.

A mandatory pre-bid conference is scheduled for July 30, 2026, at 12:45 PM ET at 780 Micco Trail, Okeechobee, Florida, **** must stay for the duration.

The deadline for questions is August 4, 2026, at 5:00 PM ET.

Failure to attend the pre-bid conference for more than ten minutes, submitting multiple questions in one formfield, altering provided files, illegible or unintelligible submissions, or being unresponsive during post-submission clarification may result in disqualification.

Bids are due no later than 2:00 p. m. , August 10, 2026. Any bid received later than the specified date and time, whether delivered in person or mailed, shall be disqualified.

Payment will be per completion, net 30 upon receipt of invoice and verification of completion by FMO personnel.

The Columbia County School District will give full and proper consideration to the service, reputation, product knowledge, and experience of all companies presenting bids, in addition to bid cost. Having the lowest bid price does not necessarily guarantee contract award.

Contractors must submit at least 3 job references sufficient to demonstrate a company's capability to successfully execute a project of the same scope and size. CCSD reserves the right to conduct a reasonable inquiry to determine the qualifications of a contractor.

The bid bond will be forfeited to the Columbia County School District as liquidated damages if the bidder fails to execute the contract and provide performance and payment bonds within ten 10 days after being notified that he has been awarded the contract.

A mandatory pre-bid meeting will start after 10:00 a. m. on Friday, July 28th, located at **** Hereford Farm Road, Evans GA **** will begin in the front office.

Failure to execute bid prior to submittal, late bids, not submitting with the required form, failure to provide required RFP documents, failure to respond to bid response lines and questions, failure to submit bid in accordance with special/bid contract conditions, failure to provide requested information promptly, and discussions regarding price with CCSD employees or other contractors prior to bid review may result in disqualification.

The contractor shall begin performance within 14 calendar days and complete it within 300 calendar days after receiving award, notice to proceed.

Award will be made to the responsible quoter whose quotation conforms to the solicitation and is determined to be most advantageous to the government, price and other factors considered.

The quoter must be responsible and have adequate financial resources, the ability to meet performance requirements and schedules, a satisfactory performance record, integrity and business ethics, and the necessary organization, experience, technical capability, and resources to perform the requirement.

A site visit will be held at the Deputy Chief of Mission Residence and Guest House on Tuesday, August 18, 2026, at 10:00 local time. Registration is required by August 7, 2026.

Failure to furnish and deliver all requested information in accordance with instructions may result in exclusion from further consideration. The penalty for making false statements is prescribed in 18 USC ****.
