The Department of Veterans Affairs, National Cemetery Administration has a requirement for a firm fixed price contract for a
contractor to provide all management and supervision, labor, equipment, material, supplies, etc. , necessary and required to expend and correct deficiencies at the Barrancas National Cemetery. All work will be done in accordance with applicable local, state, and federal laws, regulations, and the terms and conditions of the scope of work, specifications, and drawings. This procurement opportunity is 100% set-aside for service-disabled veteran-owned small business (SDVOSB) firms. Bidders must be SBA VetCert verified prior to submitting a bid. A pre-bid site visit is strongly encouraged. Interested bidders will be required to furnish a bid bond and the awarded
contractor will be required to provide performance and payment bonds. Requests for information (RFIs) must be sent via email. Bids will be accepted on the total price of all line items. The magnitude of
construction is estimated to be between $2,000,000 and $5,000,000. Bids must be submitted electronically via email to the contracting officer. All bids shall be submitted electronically via email to the contracting officer at his/her respective government email address. All interested bidders should register on the Department of Veterans Affairs eCMS vendor portal. The bid package shall be one PDF document combining the minimum required documents. All questions regarding this solicitation must be submitted in writing. The award will be made on either the bid price for individual items or the summary bid price summary for all items, whichever results in the lowest price to the government. A bidder quoting a summary bid price must also quote a price on each individual item included in the summary bid price.
