Construction project to renovate Building 1 Primary Care at the Lt. Col. Luke Weathers, Jr. VA Medical Center in Memphis, TN. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offers are due by 12:00 PM CDT on July 31, 2026. A mandatory site visit is scheduled for July 9, 2026, at 2 PM CDT. RFIs must be submitted via email by July 15, 2026. The procurement will be conducted under the Lowest Price Technically Acceptable (LPTA) process. Offerors must be registered in SAM. gov and SBA DSBS. The estimated magnitude of construction is $10,000,**** to $20,000,****. The performance period is 547 calendar days.
The contractor shall complete the work required under this SOW in a total of 547 calendar days or less from the date of notice to proceed.
Payment will be made by electronic invoicing. Payment for materials stored offsite is not authorized unless otherwise approved by the CO.
Award will be made to the responsible SDVOSB whose offer conforms to the solicitation and is most advantageous to the government, price and other factors considered, using the Lowest Price Technically Acceptable (LPTA) process.
Offerors must be registered in SAM. gov and SBA DSBS. Joint ventures must submit proof of SBA DSBS or SDVOSB certification. Contractors must have no more than three serious OSHA violations or one repeat/willful OSHA violation in the past three years.
If the successful bidder fails to execute contractual documents or furnish bonds within 10 days after receipt of the forms, the contracting officer may terminate the contract for default. In such cases, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid.
A mandatory site visit is scheduled for July 9, 2026, at 2 PM CDT. Meet at Building No. 35. There will only be one site visit for this project.
Questions received after 1 PM CDT July 15, 2026, will not be answered unless determined to be in the best interest of the government.
Failure to provide required documentation, such as SBA DSBS registration or bid bond, may render the proposal technically unacceptable and ineligible for award. Not being registered in SAM. gov at the time of offer and award will also lead to disqualification.
