Healthcare Facility Government Bids & RFPs

Responses must be submitted by 10:30 a. m. Central Time on August 31, 2026.

Respondents must describe their experience providing laundry services for healthcare facilities and their familiarity with applicable regulations and guidelines.

The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. The period of performance is 365 calendar days after receipt of the notice to proceed.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices are to be submitted electronically at www. ***. *. *

Award will be made to the offeror whose proposal represents the best value to the government utilizing the lowest price technically acceptable (LPTA) method of evaluation.

Offerors must be certified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) by the U. S. Small Business Administration (SBA) and listed in the SBA certification database at the time of proposal submission and at the time of award. Offerors must also provide a Pennsylvania state-issued elevator contractor certification or license.

A formal site visit has been scheduled for this project and is mandatory. one 1 site visit is scheduled for july 8th, 2026 at 1:00pm et.

Failure to be certified as an SDVOSB at the time of proposal submission and award, failure to acknowledge an amendment, or failure to submit a proposal in the required format may result in the proposal being deemed unacceptable or ineligible for award.

Contractor shall complete all work within 5 calendar days after contract award.

The contractor shall guarantee all materials and workmanship for a period of one year from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty-four (24) hours of being notified.

The purpose of this amendment is to include a site visit into this request for quote, extend the quote deadline to allow for a site visit.

Submissions are due electronically on or before 08/21/2026 at 2:00 PM Central Standard Time.

Selection criteria are listed in descending order of importance: Professional qualifications, Specialized experience and technical competence, Capacity to accomplish work, Past performance, Estimating effectiveness, and Claims, terminations and litigation.

Firms must be verified and listed in the Small Business Administration (SBA) registry as Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Registration in the System for Award Management (SAM) is also required.

Personal visits to discuss this announcement will not be allowed. Site visits may be required for data gathering as part of the AE firm's responsibilities.

Failure to certify compliance with limitations on subcontracting will result in the package not being evaluated and elimination from the selection process. Using individuals or businesses listed on the Excluded Parties List System (EPLS) is prohibited.

The estimated magnitude of the resulting construction price range is estimated to be between $10,000,000 and $20,000,000.

The contractor shall complete the work required under this SOW in a total of 547 calendar days or less from the date of notice to proceed.

Payment will be made by electronic invoicing. Payment for materials stored offsite is not authorized unless otherwise approved by the CO.

Award will be made to the responsible SDVOSB whose offer conforms to the solicitation and is most advantageous to the government, price and other factors considered, using the Lowest Price Technically Acceptable (LPTA) process.

Offerors must be registered in SAM. gov and SBA DSBS. Joint ventures must submit proof of SBA DSBS or SDVOSB certification. Contractors must have no more than three serious OSHA violations or one repeat/willful OSHA violation in the past three years.

If the successful bidder fails to execute contractual documents or furnish bonds within 10 days after receipt of the forms, the contracting officer may terminate the contract for default. In such cases, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid.

A mandatory site visit is scheduled for July 9, 2026, at 2 PM CDT. Meet at Building No. 35. There will only be one site visit for this project.

Questions received after 1 PM CDT July 15, 2026, will not be answered unless determined to be in the best interest of the government.

Failure to provide required documentation, such as SBA DSBS registration or bid bond, may render the proposal technically unacceptable and ineligible for award. Not being registered in SAM. gov at the time of offer and award will also lead to disqualification.
