The U. S. Army Garrison, Hawaii (USAG HI) is soliciting quotes for non-personal, rapid response, full-service mold and hazardous materials remediation services. The objective is to restore barracks, administrative buildings, and other facilities to safe and habitable conditions within a strict seven (7) calendar day turnaround. This requirement seeks a comprehensive contract vehicle for rapid and effective remediation of mold and other hazardous materials, including but not limited to asbestos-containing materials (ACM) and lead-based paint (LBP), across USAG HI facilities. The government intends to award a single award indefinite delivery indefinite quantity (IDIQ) contract to support a high volume of rapid response task orders. All work will be performed at U. S. Army Garrison, Hawaii USAG HI installations located on the island of Oahu, Hawaii. The contractor shall provide comprehensive mold and hazardous materials remediation services, including pre-remediation assessment and testing, establishment of containment, removal and cleaning of contaminated materials, moisture control, independent post-remediation verification, and minor, non-structural restoration repairs as needed. Each standard mold remediation project must be fully completed from initial response through final clearance certification within seven (7) calendar days. The NAICS code is **** (Remediation Services) with a size standard of $25 million. The PSC code is F108 (Hazardous Substance Removal, Cleanup, and Disposal Services). This is a non-personnel services contract for asbestos abatement services at Tobyhanna Army Depot. The contractor will provide all personnel, equipment, and services necessary to remove the inactive steam system, including abatement, air monitoring, and waste disposal of asbestos-containing material (ACM). The work must comply with all federal, state, and local regulations. A detailed work plan must be submitted within five business days of award. State notification is required at least ten business days prior to commencement of work. All asbestos waste must be properly disposed of at an EPA-approved sanitary landfill. Personnel performing abatement must be adequately trained and certified. Contractor personnel require a security background check for access to the depot. The period of performance is 180 days. The government will award a firm fixed-price contract. All documents and materials produced under this contract are government-owned. Contractors must comply with stringent security requirements, including background checks, access procedures, and operational security (OPSEC) training. Mandatory OPSEC training is required for all personnel with access to information or facilities. Contractors must also comply with environmental management system (EMS) regulations and waste disposal requirements, including a minimum of 60% diversion of nonhazardous construction demolition debris from landfills. Safety standards, including OSHA regulations and specific depot requirements, must be strictly adhered to. This includes site-specific safety plans, job hazard analyses, fall protection, electrical safety, and permit requirements for excavation, trenching, confined spaces, and hot work. Emergency procedures and reporting requirements for accidents and spills are detailed. Crane lift operations require a detailed lift plan submitted at least 14 days prior to the operation. The solicitation has been amended to change the small business type to Service Disabled Veteran Owned Small Business, extend the question period end date, and extend the solicitation close date.
