This is a non-personnel services contract for asbestos abatement services at Tobyhanna Army Depot. The contractor will provide all personnel, equipment, and services necessary to remove the inactive steam system, including abatement, air monitoring, and waste disposal of asbestos-containing material (ACM). The work must comply with all federal, state, and local regulations. A detailed work plan must be submitted within five business days of award. State notification is required at least ten business days prior to commencement of work. All asbestos waste must be properly disposed of at an EPA-approved sanitary landfill. Contractors must also comply with environmental management system (EMS) regulations and waste disposal requirements, including a minimum of 60% diversion of nonhazardous construction demolition debris from landfills. Safety standards, including OSHA regulations and specific depot requirements, must be strictly adhered to. This includes site-specific safety plans, job hazard analyses, fall protection, electrical safety, and permit requirements for excavation, trenching, confined spaces, and hot work. Emergency procedures and reporting requirements for accidents and spills are detailed. Crane lift operations require a detailed lift plan submitted at least 14 days prior to the operation. The solicitation has been amended to change the small business type to Service Disabled Veteran Owned Small Business, extend the question period end date, and extend the solicitation close date. A site visit was held on May 13, 2026, and Q&A will be forthcoming on a second amendment. Acceptable forms of identification for access to Tobyhanna Army Depot include a Department of Defense Common Access Card, a state-issued Real ID, or a U. S. issued passport.
The period of performance for this contract shall be for 180 days.
The government will award a firm fixed price contract.
All personnel performing asbestos abatement activities shall be adequately trained and shall have their current state certification at the abatement site.
Continued lack of compliance with specification requirements by the contractor may be cause for default, as determined by the contracting officer.
A site visit will be held on May 13, 2026, 1:00 PM EST. Please report to Tobyhanna Army Depot, Building 606 Visitor Center no later than 12:45 PM EST to be cleared to enter the secured area where the site visit will be conducted.
