The anticipated period of performance for this requirement is 1 base year plus four 4 option years.

The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) is seeking an ASME R stamp qualified boiler repair and welding contractor.

The response deadline is June 17, 2026, at 2:00 p. m. Central Time. The State must receive the response by this time.

Payment terms are detailed in Section C of the Pro Forma Contract, with compensation based on a methodology that includes implementation costs and annual fees for base licenses, hosting, and maintenance support. Payments begin after the State's written acceptance of the go-live phase.

The contractor warrants that the warranty period shall be the greater of the contract term or any other warranty generally offered by the contractor. Goods or services must conform to contract terms throughout the warranty period, and any defects must be corrected at no additional charge.

The contract will be awarded to the responsive and responsible respondent offering the best combination of attributes based on evaluation criteria, which include general qualifications, technical qualifications, oral presentations, and cost. It is not necessarily to the respondent offering the lowest cost.

Respondents must meet general qualifications and experience requirements, including providing financial documentation, credit references, and details about their business structure, employees, and any past litigation or bankruptcy proceedings. Technical qualifications will be evaluated based on the proposed solution's ability to meet system requirements.

The RFP mentions that unauthorized contact may result in disqualification. Failure to comply with contract terms, including insurance requirements or the prohibition of illegal immigrants, can be grounds for contract termination. Specific penalties for service level agreement failures are outlined in the Pro Forma Contract.

A pre-response conference will be held on April 23, 2026, at 10:00 a. m. CST via Microsoft Teams meeting. Attendance at this conference is not mandatory.

The RFP does not mention any requirement for sample submissions.

Protests based on any objection to the RFP shall be considered waived and invalid if the objection has not been brought to the attention of the State, in writing, by the written questions comments deadline, which is April 29, 2026.

The estimated maximum liability for the resulting contract is anticipated to be between one million dollars ($1,000,****) and three million dollars ($3,000,****) for the term of the contract.

The work shall commence on the date of written notice to proceed, issued by the city. The term of the contract shall extend for one 1 year from the date of the notice to proceed with the option to renew for two 2 additional oneyear terms, by notifying the service contractor not less than thirty 30 days prior to the expiration date of the preceding term.

The contractor warrants that the products under normal use and service will be free from material defects in materials and workmanship. In the event contractors standard product warranty is for a period of time longer than that stated above, this warranty shall be extended to that longer duration.

The award shall be based on the lowest total base bid selected, as listed on the bid form.

Bidders may be required to furnish evidence satisfactory to the city of mobile that they have sufficient means and experience in the types of work called for to assure the completion of the contract in a satisfactory manner.
