This is a competitive two-phase design-build solicitation for the replacement of the existing bulkhead at Jacob Riis Park. The project magnitude is between $25 million and $100 million. Proposals are due by December 1, 2025, at 2:00 PM local time. The contractor must begin performance within 5 calendar days and complete it within **** calendar days after receiving the notice to proceed. A project labor agreement is required. Electronic proposals are to be submitted via email. The government reserves the right to award based on the initial offer. Inquiries must be submitted by November 24, 2025, at 11:59 AM EST.

The government will make progress payments to the contractor when requested as work progresses, but not more frequently than monthly, in amounts of 2,500 or more approved by the contracting officer.
The contractor warrants that the design shall be performed in accordance with the contract requirements.
This is a best value tradeoff procurement where the source selection authority will award a firm fixed-price contract to the responsible offeror whose proposal the source selection authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the government, considering all nonprice factors described herein, and price.
Competition will be unrestricted, full and open with a hubzone price preference.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of 4,**** per day for tier 1 and 1,**** per day for tier 2 for each calendar day of delay until the work is completed or accepted.
