Onsite work may not begin prior to September 1, 2026, and the completion date is February 26, 2027.

Award will be made to the responsible offeror that submits a responsive quote whose quote will best serve the interest of ODOT by taking into account price as well as any other applicable factors such as experience, expertise, product functionality and suitability for a particular purpose.

This RFCQ is restricted to qualified contractors who have been certified by the State of Oregon as an Emerging Small Business (ESB). The selected ESB firm must perform at least 51 percent of the labor using its own workforce.

Deadline for requests for clarification, requests for approval of equivalents, and questions is 7 calendar days prior to the closing bid opening date.

ODOT may reject an offer if the offeror has liquidated and delinquent debt owed to the state, or if the offeror has been debarred or otherwise disqualified from bidding on contracts by any state, local, or federal agency.

Offers are due by 10:00 AM Eastern Time on July 20, 2026.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) at www. ***. *. *

Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for noncost factors, with price and non-price factors considered for best value.

Offerors must be registered in SAM. gov. For evaluation, personnel qualifications, technical approach and capability (including ISA certified arborist and insurance certificate), past performance, and price will be considered.

Questions concerning the solicitation must be submitted via email within 5 days of the solicitation's issuance.

Contractors who do not respond to all requested items may be considered noncompliant and will not be given further consideration for award.

Proposals must be submitted electronically through BidNet and received no later than 12:00 PM MT, August 10, 2026.

Proposals shall be evaluated according to qualifications, experience, capacity and approach, and billing rates.

Proposers must provide a proposer profile, key personnel information with resumes, and identify any current outstanding litigation.

Proposers should attend the pre-proposal meeting which shall take place virtually on July 27, 2026 at 12:00 PM MT. The pre-proposal meeting is not mandatory, but proposers will be held responsible for all information presented at the meeting.

The deadline to submit questions is 12:00 PM MT, July 29, 2026.

Causes for application rejection and disqualification include failure to provide complete information, evidence of collusion or fraud, default or termination of other contracts, delinquent tax obligations, lack of ability to operate, omissions or fraudulent statements, outstanding debts to the city, breach or violation of terms and conditions of existing agreements, or conviction/indictment for certain felonies.

The city anticipates awarding multiple contracts with a maximum compensation amount of three million dollars ($3,000,000) each over a four (4) year term.
