Bids must be received by 2 PM PST on August 13, 2026. The contract must be executed within 15 days of award, and construction must commence immediately after a notice to proceed, with completion within 60 working days. The contract shall be awarded to the lowest responsive and responsible bidder as interpreted by the city and shall be entered into by the successful bidder within 15 days after being notified by the owner.

Payments will be made in cash to the contractor in accordance with the specifications and on itemized estimates, duly certified and verified by the city, based on labor and materials incorporated into the work during the preceding month. Contractors must possess a valid State of California contractors license (Class A for this project) and a City of Escondido business license. The prime contractor must demonstrate that 51% of the scheduled work will be completed using their own employees. The contractor shall possess a valid state of California contractors license issued by the state contractors license board. The license shall be current and valid at the time the contract is awarded to the contractor and remain in effect throughout the duration of the project. The contractor shall possess a class a contractors license for this project.

Liquidated damages will apply if the project is delayed, at a rate of $1,000 per day. If the project is delayed one calendar day or more, the rate shall be $1,000 per day.

Bidders are required to visit the site and examine the conditions at their own expense. Before submitting a proposal, bidders shall examine the drawings, read the specifications, the form of contract, and other project documents. They shall visit the site of the proposed work, examine the building, or buildings, streets, if any, and any work that may have been done thereon.

Bid protests must be filed within four working days of bid opening. Bidders must file bid protests within four working days of bid opening, prior to close of business on the fourth day.

Bids may be rejected if they do not follow exact procedures, if more than one bid is submitted by the same entity, or if collusion is suspected. Failure to comply with instructions may result in rejection. The city reserves the right to reject any bid that does not follow the exact procedures provided in this notice.
