Award will be made based on general feasibility, effectiveness, clarity of the proposal, responsiveness to RFP requirements, ability to provide products, expertise, financial soundness, sustainability, integrity, understanding of products and services, successful delivery of similar projects, creative or innovative and cost-effective approach, initial pricing, pricing for each year of the contract term, overall economic advantages, implementation capabilities, and relative merits of the proposal.

Respondents must demonstrate proven experience providing licensed, qualified, and OSHA-trained labor, identify any business relationships that may give rise to a conflict of interest, and demonstrate commitment to equal opportunity.
