Awards will be made to the vendors meeting the RFP requirements and achieving the highest and best final evaluation, based on a weighted analysis of qualifications (background and experience, staffing experience, services available, compliance with submittal requirements), cost/pricing, and North Carolina or Federal certified small business status.

Qualified and competent proposers shall be regularly and continuously engaged in the business of providing satisfactory upholstery services for accounts similar in size and scope to CHA, for at least five (5) years. Experience must be demonstrated by references provided by the proposer at the time of proposal submission.

A nonmandatory preproposal meeting will be held via Microsoft Teams on March 19, 2026, at 2:00 PM EST.

When a vendor wishes to protest the award of a contract, the protest request must be received within thirty (30) consecutive calendar days from the date of the contract award.

There is currently not a budget or cost estimate associated with this RFP.
