The United States Department of Agriculture (USDA) is seeking industry information to identify contractors who possess the capabilities to provide services for processing program complaints intake, investigation, adjudication.

The completion date for the work is August 1, 2026.

Invoices in detail shall be submitted to the district monthly for payment approval. Payments will be based on ninety percent (90%) of the total value of work completed and material in place as mutually agreed upon, less all previous payments. Five percent (5%) retainage of the project cost will be withheld until the district makes final acceptance of the project.

The contractor shall guarantee all materials, workmanship and the satisfactory operation of all equipment installed and/or finished, for a period of one (1) year from the date of the final acceptance of the entire work and shall also guarantee to repair or replace any materials or part of the equipment which may show defect during that time without cost to the district, provided such defect is due to imperfect material or workmanship and not to carelessness or improper use by the district.

Awards will be made to the lowest qualified, responsible bidder.

Any bidder may be required to furnish evidence satisfactory to the district that they and their proposed subcontractors have sufficient means, experience, and required licenses in the types of work required to assure completion of the contract in a satisfactory manner.

If, in the district's judgment work is not completed by the specified completion date there shall be deducted from the amount due the contractor, as liquidated damages accruing to the district, the sum of $1,**** for each calendar day, per project, beyond the specified completion date until work is completed.

Before submitting a bid, each bidder shall carefully examine the drawings, read the specifications and all other contract documents, and visit the site of the work.

The district reserves the right to reject any bid from any contractor deemed unqualified by the district.

The bid proposals are due on June 1, 2026, by 3:00 PM Central Time.

The State of Iowa is allowed sixty (60) days to pay an invoice submitted by a vendor, as per Iowa Code ****.

The contract will be awarded to the responsible respondent whose responsive proposal the IJB believes will provide the best value to the IJB and the state, not necessarily the lowest cost.

Respondents must be responsible, meaning they have the capability in all material respects to perform the scope of work and specifications of the contract. The IJB may consider competence, qualifications, integrity, reliability, past performance, and the best interest of the IJB and the state.

The IJB may not agree to penalties for termination in any of the described scenarios.

Appeals of the notice of intent to award need to be received in the office of the State Court Administrator within 5 calendar days following the posting of the notice of intent to award a contract.

Proposals may be rejected for various reasons including failure to meet mandatory specifications, submitting proposals late, unauthorized contact with state employees, providing misleading or inaccurate responses, or failing to comply with the RFP's format and content instructions.

The anticipated maximum annual contract budget is $60,****.

The application must be emailed at least ten calendar days before a month's start to be eligible to provide legal services during the upcoming month and through June 30, 2027.

To apply, attorneys or law firms must submit a letter of interest and a statement of qualifications that includes the attorneys or firms name, website, principal place of business, email address, and telephone number; the attorneys or firms areas of practice; a summary of the education, experience, and qualifications of any attorney who would be performing substantial legal work or communicating with the client; a summary of relevant cases or other legal work and the names and contact information of up to five clients who may be contacted, including at least two for whom services were rendered during the preceding 12 months and at least one governmental client; affirmative statements on whether the attorney or firm has legal malpractice insurance coverage and whether the attorney or firm has been denied coverage in the past; and an overview of billing policies.
