This is a Request for Proposal (RFP) for a study investigating associations between acute abuse liability outcomes of electronic nicotine delivery systems (ENDS) and actual use behaviors under real-world conditions. The study will recruit individuals who smoke combusted cigarettes (CC) and examine the relationships between abuse liability outcomes of a study ENDS assessed in a laboratory setting and product switching (uptake of the study ENDS, reduction in CC use) assessed under real-world conditions. The primary aim is to determine if abuse liability outcomes are associated with subsequent reduction in CC use. A secondary aim is to assess if ENDS nicotine concentration influences uptake and reduction in CC use. The study will involve an acute phase (two experimental sessions) and an ambulatory phase (continued use of the assigned product outside the laboratory for approximately 3 months). Participants will be randomized to use ENDS with high or low nicotine concentrations. Data collection will include pharmacokinetic, pharmacodynamic, and subjective effects during the acute phase, and self-reported use behaviors and biomarker analysis during the ambulatory phase. The contractor shall perform all data analyses, provide raw data, and write study reports. The proposal submission deadline is July 6, 2026, at 14:00 ET.
