Lead Testing Government Bids & RFPs

The City of Kinston is seeking qualifications for testing services for up to ten residential structures, potentially more, within the city and Lenoir County. These services include lead-based paint, radon, or asbestos inspection. Funding is provided through the North Carolina Housing Finance Agency (NCHFA). The closing date for submission is April 14, 2026.

This is a five-year indefinite delivery requirements (IDR) firm fixed-price solicitation for a est set, multi syst (NSN: ****). The Defense Logistics Agency (DLA) is issuing this solicitation. The government intends to issue a delivery order for a quantity of 21 each with the base award, but is not obligated to do so. Offerors must be able to support the requirement for the full solicited time period. Funds will be obligated upon issuance of each delivery order. First Article Test (FAT) is required. Contractor furnished reusable container is required and its price must be incorporated into the unit price. IUID markings are required. Proposals must be emailed; facsimile proposals will not be accepted. A subcontracting plan is required along with the proposal. Accelerated delivery is encouraged at no additional cost to the government. The delivery schedule for production units is 540 days after contract award. The first article test report is due 15 days after FAT. The government has 45 days to approve/disapprove the test report. This is a rated order under the Defense Priorities and Allocations System (DPAS). Offerors may be required to submit other than cost and pricing data. Long lead time items and/or long-term contracts may have risks associated with part or component unavailability due to obsolescence. Contractors using the Propricer system must provide the original unedited Propricer system generated Excel file. Product Quality Deficiency Reports (PQDRs) will be used. The solicitation is restricted to approved sources: Ultrax Aerospace, Inc. (CAGE 07PR7) and ECI Defense Group, Inc. (CAGE 3SD35). ECI Defense Group, Inc. indicated they do not intend to participate, and Ultrax Aerospace, Inc. has been identified as a distributor for ECI Defense Group, Inc. The requirement is for limited sources. The first article test time is 3 days, with 1 unit to be tested. Deliveries without FAT shall commence 360 days after contract award; deliveries with FAT shall commence 540 days after contract award. Inspection and acceptance are at origin. Packaging specifications are per MILSTD20731. The contract incorporates various FAR and DFARS clauses. Offerors must notify the contracting officer within 15 days of receipt of order if a rated order cannot be fulfilled. Source approval requests (SAR) are required for new sources. Waivers for first article approval may be requested. Revisions to drawings/part numbers must be immediately notified to the contracting officer. Calibration of test, measurement, and diagnostic equipment shall be in accordance with ANSI/NCSL **** or ISO 10012:2003. Item marking is per MILSTD130. Bar code markings are required per MILSTD129 and ISO/IEC 16388. The solicitation includes numerous contract clauses and provisions related to ethics, small business, labor, equal opportunity, and various prohibitions. The offeror must complete representations and certifications electronically via the System for Award Management (SAM). Protests must be served on the contracting officer. Evaluation criteria include minimum technical requirements and price. Offers are requested for quantity increments or ranges.
