Evaluation criteria include Texas public entity experience, key personnel qualifications, PFIA expertise, reporting capabilities, required disclosures and value to the district, and training/audit compliance assistance/fees.

Firms must be registered with the SEC or Texas State Securities Board, have a minimum of 10 years of experience serving Texas public entities, and demonstrate expertise in Texas PFIA compliance.

Firms must disclose any material violations or regulatory sanctions. Failure to maintain independence from broker-dealer activities or avoid transactions that create conflicts of interest could also be risks.

Responses to this notice are requested by Friday, 31 July 2026, at 5pm est via email.

Firms are requested to provide corporate overview and capabilities, including experience in independent validation of financial, actuarial, mortgage, credit risk, or similar models, and ability to perform specific tasks related to single family and commercial model validation, and development of a challenger framework.

Invoices are due and payable by CCSD net thirty (30) days from the date of receipt. Proposers must demonstrate relevant experience of individuals to be assigned, identification of an individual in charge of day-to-day management with at least three years of relevant experience, and the percentage of time committed for each individual. The firm must have relevant experience with financings of the district and/or comparable issuers and financings of similar credit, size, types, and structures.
