This is a Project Labor Agreement (PLA) survey notice for the construction of a Grays Harbor North Jetty repair. The US Army Corps of Engineers Seattle District is seeking comments from the construction community regarding the potential use of a PLA for this project. Responses to a series of questions regarding PLA use, labor shortages, time sensitivity, and project history are requested. Responses must be received within 14 calendar days of the notice posting. The estimated magnitude of construction is between $25,000,000 and $100,000,000.

The US Army Corps of Engineers, Galveston District Office is seeking a contractor for maintenance dredging at the mouth of the Colorado River, Texas. The project involves dredging, breakwater construction, and beneficial use of dredged material. The solicitation is a firm-fixed price contract, full and open competition, lowest price technically acceptable (LPTA). The estimated duration is 490 calendar days for Schedule 1, with additional time for options. Offerors must be registered with SAM (Systems for Award Management) and enter a NIST score in the SPRS (Supplier Performance Risk System) prior to responding. The response date is on or about Jul 2025. Performance and payment bonds are required within 5 calendar days after award. Work must begin within 10 calendar days after receipt of the notice to proceed. Plans and specifications are available only electronically through the PIEe suite. The NAICS code is 237990. The small business size standard is 37 million for dredging and surface cleanup activities.

A sources sought announcement is issued for the construction of a spur jetty. Interested firms should submit a capabilities package including business classification, answers to constructability questions, equipment, example projects, marine experience, and bonding capacity. Responses are limited to twenty pages and due by June 13, 2025. The government will not pay for materials provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Construction is planned for the spring of 2026, following a solicitation in the fall of 2025. The estimated construction cost is between 10,000,000 and 25,000,000.

Bidders must read the entire solicitation (sections A through M, pages 1 through 47). Bidders must sign and return one original of the entire solicitation form. Bidders must recheck their bid for accuracy and completeness, including all attachments and amendments. Bidders must recheck figures and calculations. Bidders must complete and sign all required documents. A bid guarantee (SF 24) is required. Bidders offering less than 60 calendar days for acceptance will be rejected. Questions must be submitted to the contract specialist via email by May 27, 2025, by 4:00 PM local time. Email, telegraphic, telephonic, or facsimile bids will not be accepted. Bid results will be available online at sam. gov. This solicitation is a 100% total small business setaside. Bidder shall include all applicable federal, state, and local taxes in their bid price. Performance bonds and payment bonds will be required for 100% of the total award amount. Funds are not presently available for this project. The government's obligation is contingent upon the availability of appropriated funds. The Coast Guard will not be responsible for bid and proposal costs if the solicitation is cancelled due to a lack of funding. The contractor shall begin performance within 10 calendar days and complete the work within 300 calendar days after receiving the notice to proceed. Sealed offers (original and 1 copy) are due at the place specified in item 8 by 2:00 PM local time on June 11, 2025. Offers must be publicly opened at that time. Sealed envelopes must be marked with offeror's name, address, solicitation number, and due date/time. All offers are subject to the work requirements and other provisions/clauses in the solicitation. Offers providing less than 60 calendar days for government acceptance will be rejected. Insurance requirements are detailed in section H. 1. Subcontractor data (SF ****) must be submitted to the contracting officer before the subcontractor begins work. Detailed modification proposals (CMRs) must be submitted within 15 calendar days of receipt.
