This is a one-time purchase for a standalone security camera system for Lake Erie Transit Commission (LETCC). The scope of work includes removal of the existing system, furnishing and installing a new system, and providing operational training. Quotes are due by July 09, 2026, at 3:00 PM ET. Electronic submission is required. A pre-quote conference with a site visit is optional. The evaluation criterion is primarily based on pricing, but lowest dollar cost bidder may not always be awarded. Offerors must demonstrate financial capacity, human and physical resources, and past performance. All required forms and certifications must be submitted.

Invoices must be submitted electronically to ***@***. *. * for payment. Contractor shall pay all subcontractors performing work under this contract within thirty 30 days of receipt of a proper invoice for work performed satisfactorily.
The offeror warrants that all materials, goods, services, and equipment furnished under the contract will be new, of good quality, free from defects of material or workmanship, and in conformance with the contract documents for a period of one 1 year from the date they are furnished and accepted by SMART.
Quotes will be evaluated based upon pricing. The lowest priced conforming quote from an eligible offeror will be the selected quote. However, the lowest dollar cost bidder may not always be awarded a contract.
Quotes will be evaluated for both responsiveness and responsibility. Responsibility includes financial capacity, human and physical resources, past performance and integrity, and equal employment opportunity compliance.
Failure to comply with contract terms, including prompt payment to subcontractors or providing false certifications, may result in contract termination, withholding of payment, or affect future contracts with SMART.
A pre-quote conference including a site visit will be held on June ****, 2026, at 10:00 AM ET at LETCC **** West 7th Street, Monroe, Michigan **** Bus Garage. Attendance is encouraged but not mandatory.
Protests addressing the adequacy of the solicitation process must be received no later than five 5 business days before the proposal due date. Notice of protest of the award must be received no more than five 5 business days after the SMART board of directors has authorized the award.
Failure to submit all required forms, acknowledge addenda, comply with submission instructions, or meet responsibility requirements may result in rejection of the quote.
