Award will be made to the lowest priced, acceptable, responsible offeror. The lowest price will be determined by multiplying the offered prices in section II prices tables A. through L. Acceptability will be determined by assessing the offeror's compliance with the terms of the RFQ. Responsibility will be determined by analyzing whether the apparent successful offeror complies with the requirements of FAR subpart 9. 1.
To be considered, an offeror must submit a completed solicitation, including ****, Section II Pricing, Section 5 Representations and Certifications, additional information as required in Section 3, and a completed IRS Form W14. Additionally, the offeror must demonstrate the ability to perform by providing a project manager fluent in English, evidence of an established business with a permanent address and telephone listing in the UK (or intent to establish one), a list of clients over the past three years with relevant past performance information and references, evidence of necessary personnel, equipment, and financial resources, and if proposing subcontractors, evidence of an established working relationship of at least three years with each. The offeror must also address their plan to obtain all necessary licenses and permits and provide a strategic plan for provision of serviced apartments.
