The nation will evaluate responsive SOQs using criteria including demonstrated experience (25%), qualifications of key personnel (20%), technical approach (20%), past performance (10%), DBE participation (5%), and familiarity with Navajo Nation conditions (5%).

Firms must demonstrate capability in airport engineering, environmental, construction administration, and experience with FAA grant requirements.
