The estimated proposal due date will be at least 30 days after the RFP posting. Contractor inquiries must be submitted in writing to ***@***. *. * at least 10 days prior to the RFP due date. Offerors are required to register on the System for Award Management (SAM) database. The contract will have a base period of one year, with six one-year option periods and one six-month period, not to exceed 66 months, including a 60-day phase-in period.

The solicitation and resulting contract award will be a performance based service acquisition made to the responsible offeror whose proposal, conforming to the request for proposal rfp, will be advantageous to the government price and other evaluation factors considered.
The offerors proposal shall contain a response to each of the evaluation factors and shall be in the format prescribed by the solicitation. The solicitation requires the evaluation of price and the following non price factors: factor 1 management approach, factor 2 corporate experience, factor 3 safety, and factor 4 past performance.
