The Ohio Department of Mental Health and Addiction Services (OHIOMHAS) is seeking proposals for a consultant to support the strategic financial, operational, and structural development of Ohio's statewide behavioral health crisis system of care for the period of August 1, 2025, to June 30, 2026. Proposals must be submitted via the Ohiobuys website by 2:00 PM EST on the date indicated on the sourcing project. The RFP consists of 49 pages. All inquiries must be submitted through the Ohiobuys website. The evaluation process may consist of up to four distinct phases: initial review, evaluation committee review, request for more information/clarifications/interviews/presentations, and negotiations. The proposal must include a technical proposal and a cost proposal, meeting the requirements outlined in the RFP. The selected consultant will be compensated based on deliverables listed in the RFP. The personal services contract will further specify the timelines for completion of each deliverable and payment structure. Any contracts resulting from this RFP are subject to the terms and conditions as provided in the personal services contract. Payments are contingent upon the availability of state and federal funds. The contractor shall not be subject to an unresolved finding for recovery under section 9. 24 of Ohio Revised Code. The contractor must have an approved affirmative action plan recorded with the state of Ohio department of administrative services. The contractor must complete the attached affirmation and disclosure form. The contractor information form must be filled out and returned with the bid response.

The minimum qualifications of the contractor are detailed in the RFP, including demonstrated ability to manage large-scale, multi-agency public sector projects, documented experience conducting actuarial analyses, cost modeling, and forecasting for behavioral health services, demonstrated ability to analyze, model, and recommend alternative payment models (APMs), and reimbursement structures, demonstrated experience in blending and braiding federal, state, and local funding streams, demonstrated knowledge and experience with administrative services organization (ASO) structures and operations within state behavioral health systems, and demonstrated capacity to engage diverse stakeholders.
