Albany County seeks proposals for in-home companion services for individuals enrolled in the Expanded In-Home Services for the Elderly Program (EISEP). The contract will be for an initial one-year term with options to renew for up to three additional years. Services include visitation, supervision, household tasks, errands, transportation escort, cueing reminders, and temporary relief for caregivers. Providers must have at least three years of experience, possess necessary permits and licenses, and maintain high standards. Proposals are due by 4:30 PM on Friday, August 7, 2026. Evaluation criteria include qualifications, service plan, cost, capacity, and proposal completeness.
Proposals must be received no later than 4:30 PM on Friday, August 7, 2026.
The county will audit and pay the proper amounts due within sixty 60 days after receipt of the claim form.
Proposals will be evaluated based on professional qualifications and relevant experience (30%), implementation and ongoing service plan (20%), cost proposal and budgeting (20%), capacity to serve clients throughout Albany County (15%), and completeness and clarity of the proposal (15%).
Providers must be regularly engaged in providing in-home companion services for at least three years, possess all necessary permits, licenses, and professional credentials, and have a proven record of maintaining high standards.
Failure to take necessary corrective action after an audit may be grounds for immediate termination of the contract.
Submitting a proposal indicates acceptance of the conditions contained in the RFP. Albany County reserves the right to reject any and all proposals, in whole or in part, and to waive any informalities or disregard non-conforming proposals.
