The Town of North Hempstead is seeking bids for school bus transportation services for parks department programs, including field trips and recreational programs. This is a requirements contract, used on an as-needed basis. Bidders must provide services for standard school buses (minimum 40 adults, with seat belts, radio, accessible, heated/AC), 16-passenger school vans (minimum 16 adults, with seat belts, radio, accessible, heated/AC), and charter coach buses (minimum 40 adults, with seat belts, radio, accessible, heated/AC, lavatory). Pricing is hourly with minimum hour requirements per trip. Drivers must have valid NYS licenses and be familiar with Nassau County. Bids must be sealed and submitted by April 15, 2026, at 11:00 AM. Subcontracting requires prior approval. The contract period is two years with an option to renew for two additional one-year periods. Bidders must complete various qualification statements, including disclosure forms, non-collusion certifications, and insurance proof.
The bid must be fully and properly executed by an authorized person. Bids must be delivered by the time and to the place stipulated in the advertisement. It is the sole responsibility of the bidder to see that his bid proposal is received in the proper time. Any bid proposals received after the scheduled closing time for receipt of bid proposals shall be returned to the bidderproposer unopened. The contract period is for two years from date of award, with the option to renew for two additional one year periods on the same terms and conditions, including price. The town may extend any term for a period of up to 90 days. Delivery shall be made within thirty calendar days after receipt of a purchase order by the contractor.
Invoices for payments will not be processed without a valid purchase order. Payments will be made only for time on the job unless other minimum hour requirements listed in this bid apply. Contractor and the distributors/resellers designated by the contractor, if any, shall provide complete and accurate billing invoices to the town in order to receive payment. None of the contract amount shall be paid by the town except pursuant to timely filed claim forms containing documentation of the costs claimed following completion of all or a portion of the product or services performed, all in form and substance satisfactory to the town.
Contractor warrants and represents that products delivered pursuant to this contract conform to the manufacturers specifications, performance standards and documentation, and the documentation fully describes the proper procedure for using the products. Contractor warrants and represents that components or deliverables specified and furnished by or through contractor shall individually, and where specified and furnished as a system, be substantially uninterrupted or errorfree in operation and guaranteed against faulty material and workmanship for the warranty period, or for a minimum of one 1 year from the date of acceptance, whichever is longer project warranty period.
The contract shall be awarded as soon thereafter as practicable. The town reserves the right to reject any and all bids, and to waive any informalities therein. The town reserves the right to accept the bidproposal most favorable to the interests of the town, after all bidsproposals have been analyzed, checked and verified. The director reserves the right to accept or reject any and all bids, or separable portions of offers, and waive technicalities, irregularities, and omissions if the director determines the best interests of the town will be served.
The town will not accept bids from, nor award a contract to, anyone who cannot prove to the satisfaction of the town that the bidder has sufficient experience and/or is financially able and organized to successfully comply with the requirements set forth herein. A bidders qualifications statement is required. The town retains the right to investigate, verify the information submitted in the disclosure statement, and interview all bidders prior to award of the contract.
The contract may be cancelled by the town, when in the opinion of the town commissioners the service rendered is incompetent, inadequate or unresponsive or found to be operating in bad faith to the departments needs. In the case that the contract is cancelled pursuant to this clause, the town reserves the right to use the secondary vendor as the primary vendor, or award to the second lowest responsible bidder, whichever is applicable and/or in the best interests of the town. The town may deduct from the amount payable to the contractor under this contract a penalty of up to fifty dollars **** for each person for each calendar day during which such person was discriminated against or intimidated in violation of the provisions of the contract.
Where a site inspection is required by the bid specifications or project definition, bidder shall be required to inspect the site, including environmental or other conditions for preexisting deficiencies that may affect the installed product, equipment, or environment or services to be provided and, which may affect bidders ability to properly deliver, install or otherwise provide the required product. All inquiries regarding such conditions shall be made in writing.
The director reserves the right to request from the bidder/contractor a representative samples of the product offered at any time prior to or after award of a contract. Unless otherwise instructed, samples shall be furnished within the time specified in the request. Untimely submission of a sample may constitute grounds for rejection of bid or cancellation of the contract.
