The City of West Haven is requesting proposals for the assignment of delinquent municipal tax and sewer liens. Proposals must be submitted electronically via the city's OpenGov website. Paper copies are not accepted unless specified. Questions should be emailed to ***@***. *. *, referencing RFP 202633. The closing date for proposals is Thursday, May 29, 2026, at 11:00 AM. A bid bond of $50,**** is required. The contract term is for fiscal year **** with an option to renew for two additional years. The awarded respondent must maintain an active Connecticut business license. Proposals will be evaluated based on experience, technical proposal, cost, and prior history with a Connecticut municipality. The city reserves the right to reject any or all proposals.
The solicitation closing date is Thursday, May 29, 2026, at 11:00 AM. Proposals received after this time and date will be rejected.
The assignee shall be required to fund the entire purchase price at closing by federal wire transfer into an account or accounts designated by the seller. Following the closing, all interest and penalties shall be for the account of the assignee collected on account of the purchase of the tax liens.
Proposals will be evaluated based on the following criteria including but not limited to: experience and qualifications up to 30 points, technical proposal and approach up to 25 points, cost proposal up to 25 points, prior history with a Connecticut municipality up to 20 points.
Respondents must have a valid Connecticut business license throughout the solicitation process. The awarded respondent must maintain an active Connecticut business license. If the services that the respondent is providing requires a license, certification, or other form of qualification, documentation must be provided at the time of submission.
There is no prebid meeting and no mandatory walkthrough of the site.
Any solicitation protest must be submitted in writing via email to kchambers@westhavenct. gov.
Proposals which do not incorporate the requested format, including quoting items as described, will not be considered. Unless otherwise stated in the solicitation, no alternate responses will be considered unless alternate responses are specifically requested by the city. Failure to reinstate an expired license within 14 days of notice may result in withdrawal of a contract. Failure to maintain a required license, certification, or other form of qualification will result in an automatic void of the contract.
