Deliveries shall be made within twenty 20 calendar days, unless otherwise requested by the department, after receipt of an official purchase order. The final date for delivery under this contract will be September 1, 2027.

Prompt payment discounts shall not be considered in the evaluation of bids. Any discount offered will form part of the award, and will be taken by the user agency and the department of finance if payment is made within the discount period specified.

Award will be made to the lowest responsive, responsible bidder.

Prospective bidders will be required to furnish: organization and personnel (e. g. , number of employees), listing of project experience within the last 2 years, 2 minimum reference letters, current Virgin Islands Business License, Certificate of Good Standing dated July 1, 2026 or later, corporate resolution, articles of incorporation/organization/partnership formation (if applicable), trade name certificate (if applicable), non-collusion affidavit, proof of current SAM. gov registration, and current certificate of government insurance (if applicable).

If the contractor fails to make delivery of the merchandise within the time specified, or fails to effect delivery, the department may purchase same in the open market. Any excess cost over the original contract price shall be charged against the contractor.

For evaluating purposes, when further clarification of the items offered is needed, the bidder will be requested and is required to submit samples to the department of property and procurement, division of procurement, within then 10 calendar days subsequent to the opening of the bid, at his own expense.

Failure to comply with all the requirements as outlined shall disqualify the bidder.

Proposals are due July 24, 2026, no later than 3:00 p. m. PDT. Vehicles are to be delivered FOB destination, freight prepaid and allowed.

Successful bidders shall submit invoices after the county accepts the deliverables and must accept the payment terms of Contra Costa County.

The proposer shall provide the manufacturer's standard bumper-to-bumper warranty, powertrain warranty, and corrosion protection warranty.

Proposals will be evaluated and scored on compliance with vehicle specifications (25 points), delivery schedule and availability (25 points), warranty coverage and service support (20 points), vendor qualifications and experience (15 points), and cost and overall value (15 points).

Proposers must be authorized dealers, manufacturers, or distributors with a minimum of three years of experience supplying fleet vehicles to governmental agencies, municipalities, educational institutions, or commercial fleet customers. They must also demonstrate sufficient financial resources and operational capacity.

This solicitation is not subject to a pre-bid conference.

Any bidder or proposer who is aggrieved may protest to the purchasing agent or designee in writing within five (5) business days after they know or should have known of the facts giving rise thereto.

Failure to adhere to the policy of submitting questions via Bidnet Direct may result in disqualification. Incomplete proposals or proposals that do not conform to requirements will not be considered. False, misleading, incomplete, or deceptively unresponsive statements may be sufficient cause for rejection.
