The government intends to award a single fixedprice contract to the offeror whose proposal represents the best value to the government, utilizing trade off source selection procedures. The government will evaluate the proposals based on price, technical eligibility, manpower and small business participation, schedule execution approach, and past performance. The government will not evaluate any proposal information not contained within the body of the proposal. The government anticipates making an award in or before may 2026. The offerors must submit their proposal electronically via the procurement integrated enterprise environment piee application located at https:piee. eb. mil. The government will not conduct a price realism analysis on any aspect of an offerors price proposal. The government will assess the plan for compliance with far clause **** subcontracting goals identified in section l, v. a. 4. ii and far **** alt ii to include all subparagraphs in far **** alt ii. The government will assess the quality of detail and the offerors commitment to maximizing participation for small business as described in both the offerors sbpc submission in attachment j4, pricing workbook, and its corresponding narrative. The offeror will be evaluated on the degree to which it demonstrates a clear understanding of small business requirements and its planned approach to meet its stated goal. The government will evaluate two 2 emphasis areas to assess the offerors ability to execute the solicited requirements a emphasis area a open and inspect oi reports plan and b emphasis area b high level schedule substantiation. The government will evaluate the oi reports plan and associated attachments accordingly. The government will evaluate the offerors narrative substantiating their ability to complete each availability phases work scope within the phases proposed duration and identify mitigate each phases most likely to be experienced major risks. The government will use the dod cost estimating guide, version 2. 0 published 02 feb 2022 to assess the degree to which the offeror has identified the estimate, explained what the estimate is based on, how the estimate is derived, and why the estimate is reasonable. The government will evaluate the offerors past performance. The government reserves the right to make an award utilizing an offerors submitted proposal upon the basis of far **** industrial mobilization, in accordance with the procedures in far ****.
The contractor shall deliver all items under a contract line, subline, or exhibit line item.
The government contemplates award of a firm fixed price contract resulting from this solicitation.
The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the government.
The government will select the best overall offer, based upon an assessment of volume i, factor 1 and volume ii, nonprice factors 14.
As part of its responsibility determination in accordance with far ****, the government will evaluate whether the offeror holds a current msra or msra equivalency.
If the contractor fails to deliver the supplies or perform the services within the time specified in this contract, the contractor shall, in place of actual damages, pay to the government liquidated damages of 88, **** for the uss augusta not to exceed 10 5 for small business of the awarded price of the availability, including all base and option clins, for milestone contract complete mission ready vessel redelivered to fleet per calendar day of delay.
The uss augusta lcs 34 will not be available for ship check prior to the proposal submission due date. potential offerors may inspect the sister ship, uss savannah in san diego, ca, from 10 november 2025 to 28 november 2025.
