This is an Invitation for Bid (IFB) from The Citadel for the replacement of weight room equipment. Offers must be submitted in a sealed package with the solicitation number clearly marked. The deadline for submission is June 1, 2026, at 2:00 PM. Questions must be received by May 26, 2026, at 2:00 PM and submitted in writing to the procurement officer's email address. The bid notice states that discounts for prompt payment will not be considered in the evaluation of offers, but any offered discount will form a part of the award and will be taken if payment is made within the discount period indicated in the offer. The state shall pay the contractor, after the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Payment will be made on partial deliveries accepted by the government unless otherwise specified. Payment will be made by either check or electronic funds transfer (EFT).

To be eligible for award, you must have the capability in all respects to perform fully the contract requirements and the integrity and reliability which will assure good faith performance. We may also consider a documented commitment from a satisfactory source that will provide you with a capability. We may consider information from any source at any time prior to award.
The bid notice mentions that improperly requesting a preference can have serious consequences. It also states that violation of prohibited communications and donations restrictions may result in disqualification of your offer, suspension or debarment, and may constitute a violation of law. If you violate the provision regarding substitutions prohibited for end product preferences, the state may terminate your contract for cause and you may be debarred. In addition, you shall pay to the state an amount equal to twice the difference between the price paid by the state and your evaluated price for the item for which you delivered a substitute.

To protest the solicitation or an amendment, your written protest must be received within fifteen days of the date the applicable solicitation document is issued. To protest an award, written notice of your intent to protest must be received within seven business days of the date the award notice is posted, and your actual written protest must be received within fifteen days of the date the award notice is posted.
