The required delivery date for this contract is October 1, 2026.

The contractor's performance will be based on the contracting officer and contracting officers representatives evaluations and on the results required by the service summary, not the frequency or method of performance. Final results of the evaluations will be the determining factor for the success or failure of this contract.

The government invites you to a site visit on, June 11, 2026 at 9:00 am CST. Attendance is highly encouraged but not mandatory. This will be a lengthy site visit that will cover two locations at Columbus Air Force Base CAFB and Shuqualak Auxiliary Airfield, MS. The site visit will start at Shuqualak Auxiliary Airfield, MS and conclude at Columbus Air Force Base CAFB. Due to both locations and large areas the government will be providing transportation for this site visit.

The contractor shall commence work within 7 calendar days after notice of contract award.

The contractor shall provide an onsite contractor representative who shall be physically present during normal duty hours to conduct overall management coordination and furnish liaison with the government. The contractor representative shall be the point of contact with the government and shall have authority to act or make decisions for the contractor on all matters pertaining to this contract.

The contracting officer may require the contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent.

It is urged and expected to have vendors conduct a site visit prior to submitting a quote/offer for the requirement as the maps are always revised and the scope of the requirement can't be properly ascertained without a site visit. There will be an initial and alternate site visit for this requirement see instructions to offeror for details.

The contractor shall not employ any employee of the United States government or the department of defense, either military or civilian, if such employment may create a current or subsequent organizational conflict of interest (OCI) as defined in Federal Acquisition Regulation subpart 9. 5.

The bid notice states that proposals are due by June 15, 2026, at 16:00, and no proposals will be accepted after this time.

In order for a proposal to be considered, you must also complete and submit the following: SF ****, Section 1, Pricing, Section 5 Representations and Certifications, Additional information as required in Section 3, a completed IRS form W-14 if applicable, and proof of SAM registration.

The embassy intends to conduct a pre-proposal conference at the site, and site visits will be conducted after it.

Failure to submit proposals in the specified format, file size, or to be registered in the SAM system at the time of proposal submission shall deem the offeror's proposal to be considered non-responsive and no further consideration will be given.
