The solicitation is for a PACS (Picture Archiving and Communication System) system upgrade and support services for the Albuquerque Indian Health Service. The contract includes a base period of 12 months and four 12-month option years. The government may exercise options to extend the period of performance in accordance with FAR clause 52. 2179. The PACS system must meet all federal regulations and comply with HIPAA requirements. The successful proposal must include substantial onsite training for radiology technicians, PACS administrators, and clinician end users. The contract incorporates numerous FAR clauses by reference. The payment will be made upon full completion of all PACS installations, training, deployment and acceptance of the project by the IHS project officer. The payment will be made by electronic funds transfer (EFT). The contractor must submit proper invoices excluding patient identifiers and all required backup documentation to the designated billing office. A form W9 must be submitted to the Albuquerque area Indian Health Service division of accounting services. Credit memos will not be accepted as a form of refund. The contractor's performance will be evaluated on a final basis pursuant to FAR subpart 42. 15. The contractor must be registered in SAM (System for Award Management). The contract incorporates several HHSAR provisions by reference.

The Department of Veterans Affairs intends to award a sole-source contract to Fujifilm Healthcare Americas Corporation for a one-year requirement to implement, license, and train staff on the Synchronicity PACS system at the Philadelphia VA Medical Center.
