This is a Request for Qualifications (RFQ) from the State of Tennessee, Central Procurement Office, for dental services at the John S. Wilder Youth Development Center (WYDC). The contract will be for a term of five years, starting July 1, 2026, and ending June 30, 2031. Payment terms are based on hourly rates for dentist, hygienist, and dental assistant. The vendor is responsible for the care and cleanliness of dental equipment and supplies provided by the state. The vendor must comply with all applicable state and federal laws and regulations, including HIPAA and OSHA. Insurance requirements are detailed, including cyber liability, commercial general liability, workers compensation, automobile liability, and professional liability. The vendor must also comply with the Iran Divestment Act and prohibitions against using illegal immigrants. The contract is subject to funds availability.

The contractor shall be compensated based on hourly rates: Dentist at **** per hour, Hygienist at **** per hour, and Dental Assistant at **** per hour. Invoices are to be submitted no more frequently than once a month and no later than thirty days after goods or services have been provided.
The term of the warranty shall be the greater of the term of this contract or any other warranty generally offered by the contractor, its suppliers, or manufacturers. Any nonconformance of the goods or services to the terms and conditions of this contract shall constitute a defect and shall be considered defective. If contractor receives notice of a defect during the warranty period, then contractor shall correct the defect, at no additional charge.
The complete vendor selection will be determined by evaluation of technical responses. Technical responses will be shortlisted for further evaluation, analysis or negotiation if they are apparently responsive, responsible, and within the competitive range. The respondents technical response score must attain a minimum threshold score of 70.
Respondents must demonstrate mandatory technical, functional, and experience requirements. Phase I evaluates mandatory requirements on a pass/fail basis. Phase II applies a qualitative assessment of each response, scoring general qualifications, experience, and technical approach.
The contract is subject to penalties for non-compliance with the prohibition of illegal immigrants, which can include monetary penalties and termination of the contract. Failure to comply with insurance requirements is also a material breach.
The RFQ does not require the submission of samples.
Protests based on any objection shall be considered waived and invalid if the objection has not been brought to the attention of the state, in writing, by the written questions comments deadline, which is May 1, 2026.
