This is an Invitation for Bids (IFB) from the Department of Public Safety of the State of Texas for Helmet Mounted Binocular Night Vision Devices (BNVD). Bids are valid for 180 days. The contract award will be based on the best value to the state. Vendor performance will be evaluated.

The bid notice recommends that contractors receive payments by electronic funds transfer (EFT) and requires submission of a completed direct deposit authorization form. DPS may award one or more contracts resulting from this solicitation to a responsible bidder whose bid is best value under the evaluation criteria in this solicitation.
Bidder must fully complete the response, sign it, and represent and warrant that all statements, certifications, and information submitted are true, current, complete, and accurate. Failure to sign will deem the response nonresponsive. Bidders must also provide evidence of financial resources and ability to perform upon request.
DPS may pursue and enforce any available remedies against the bidder for making any false statement, including disqualifying the bidder's response, immediately canceling any contract awarded to the vendor, or recommending State of Texas debarment.
